Bangladesh’s crest to use BCSIR, BAEC facilities under new agreements
Neural Semiconductor Ltd, sponsor of the Centre of Research Excellence in Semiconductor Technology (CREST), has announced the signing of memoranda of understanding (MoUs) between CREST and two state research bodies—the Bangladesh Council of Scientific and Industrial Research (BCSIR) and the Bangladesh Atomic Energy Commission (BAEC).
According to the company, the agreements establish a framework allowing CREST-approved semiconductor research projects to access research infrastructure, including thin-film deposition systems, cleanroom facilities, photolithography tools, device processing lines, and characterisation and metrology facilities.
Neural Semiconductor stated that it will provide financial and strategic support for research fellowships, approved experimental activities, and coordination within the CREST ecosystem. The company added that it will not be involved in facility operations, regulatory oversight, or access decisions, which will remain under the authority of BCSIR and BAEC.
The company stated that the initiative aims to strengthen Bangladesh's deep-tech capabilities by linking national research infrastructure with structured research programmes, skills development, and industry-focused innovation.
'Bangladesh already possesses valuable scientific infrastructure,' said M A Jabbar, Managing Director of Neural Semiconductor Ltd. 'Our focus is to support a coordinated, disciplined ecosystem where research, training, and industry alignment reinforce one another. Sustainable semiconductor capability requires structure, governance, and measurable execution.'
The company stated that the MoUs will remain valid for three years and provide for joint coordination committees to oversee facility use, safety compliance, and research progress. It added that intellectual property will be governed based on contribution, in line with Government of Bangladesh regulations, with project-specific terms to be defined separately.
Neural Semiconductor stated that it views the MoUs as a step towards building a scalable semiconductor innovation ecosystem in Bangladesh.
