The Mecca Pact: A new era of strategic defense without division

The Joint Defense Agreement signed in Mecca on 7 August among Saudi Arabia, Pakistan and Turkey signals an important shift in the security and politics of the Middle East, South Asia and the Muslim world. The core message of the agreement is that an armed attack on any one of the three countries will be considered an attack on all three. Its objective is to enhance collective deterrence capabilities and strengthen regional stability.

Some view this agreement as the beginning of a military alliance in the Muslim world. However, from a practical standpoint, it is not yet a full-fledged military alliance. This is because the public details of the agreement lack specifics regarding a joint force, a defined command structure, military bases, financing, or mandatory military action in the event of an attack. As a result, it remains for now a strategic defense commitment whose effectiveness will depend on political goodwill and practical implementation.

Why the agreement at this time

The backdrop to this agreement is shaped by tensions involving the United States and Iran in the Middle East, instability over the Israel-Palestine issue, the threat of missile and aerial attacks in the Gulf region and uncertainty regarding the long-standing reliance of Arab countries on the US security umbrella. Saudi Arabia is seeking to build relations with multiple powers rather than relying solely on a single superpower for its security.

Turkey possesses a strong military industry, one of the largest armed forces in NATO and broad diplomatic influence in the Middle East. Pakistan brings a large army, extensive military experience and nuclear capabilities. Saudi Arabia can provide economic power, energy and political weight in the Arab world. The combination of these distinct capabilities makes the agreement more significant than a mere symbolic declaration.

This agreement is by no means anti-Iran

Immediately after the signing of the agreement, the question raised most prominently was whether it is directed against Iran. In response to this question, the Turkish leadership directly and strongly clarified that this agreement is in no way aimed at Iran. As a supporting argument, it should be noted that the core text of the agreement states its purpose is to establish peace, security and stability in the region and beyond, not to foster hostility toward any specific state. Furthermore, Turkey has long-standing diplomatic and commercial relations with Iran, and Ankara has never been interested in entering into direct confrontation with Tehran.

Pakistan, too, has historically followed a policy of careful balance with Iran due to their shared border and religious ties. Saudi Arabia itself has moved along a path of normalizing relations with Iran over the past few years. Therefore, viewing this agreement as an anti-Iran coalition does not align with reality; rather, it is a defensive framework aimed at protecting member countries from any external aggression.
However, it is also true that the agreement might concern Iran. This is because combining the military capabilities of Turkey and Pakistan with Saudi Arabia's security increases the risk for any potential aggressor. Yet, enhancing deterrence capacity and declaring war are two different matters. In fact, strong deterrence often works to prevent war.

Impact on South Asia

For Pakistan, this agreement is important both diplomatically and economically. Deepening security ties with Saudi Arabia will allow Pakistan to expand its role in the Gulf region. Military technology and defense cooperation with Turkey may also be strengthened. This gives Pakistan the opportunity to expand its strategic space while simultaneously maintaining relations with the United States, China, Saudi Arabia and Turkey.

In the context of South Asia, the biggest impact of this agreement will fall on the strategic relationship between Pakistan and India. Pakistan's close alignment with Saudi Arabia and Turkey could provide Islamabad with a new strategic balance vis-à-vis New Delhi. Although India's vast economic and commercial relations with Saudi Arabia remain intact, this new defense framework strengthens Pakistan's role as a Gulf security partner. 

Indian policymakers have already expressed concern over this agreement; in particular, questions about what position Saudi Arabia and Turkey might take alongside Pakistan in a future conflict scenario are now giving pause to security analysts in New Delhi. For Pakistan, which has long played a cautious role as a regional mediator, this also indicates a major strategic shift.

From India's perspective, however, it is a matter of caution. If Pakistan can bring Saudi economic support, Turkish military technology and its own military strength into a single framework, it will impact the security calculus of South Asia as well. But there is no basis to view this directly as an anti-India alliance. The explicit language of the agreement is focused on the Middle East.

For Bangladesh, the impact is indirect yet important. If instability increases in the Gulf region, it could create pressure on energy prices, the overseas labor market, maritime trade routes, and remittances. Conversely, if regional stability increases, Bangladesh could benefit in its economy and labor market.

Significance in the Muslim world

The greatest significance of the agreement for the Muslim world is political, not military. It demonstrates that Muslim countries no longer wish to rely solely on external powers for security. A desire has emerged to build mutual defense, intelligence cooperation, technology sharing, energy security, and diplomatic coordination among themselves.

However, calling it an "Islamic NATO" at this stage is an exaggeration. The Muslim world encompasses differing ideologies, state interests, Shia-Sunni divisions, Arab and non-Arab politics and contrasting foreign policies. It is difficult to build a lasting Muslim security structure while leaving out countries like Iran, Egypt, Indonesia, Qatar, Malaysia, or those in Central Asia.

Signals to the global balance of power

This agreement is not an announcement to displace the United States. Rather, it reflects Saudi Arabia's policy of hedging its risks. At the same time, it highlights Turkey's ambition for independent regional leadership and brings Pakistan's strategic importance to the forefront. Amid the rivalry among China, Russia, and the United States, middle-power nations are attempting to construct their own security spheres.

The true value of the Mecca Agreement therefore lies not in its name or in emotion, but in its implementation. If it enhances intelligence sharing, air defense, counter-terrorism cooperation, maritime security and diplomatic dialogue, it will serve as a driver of regional peace. If it turns out to be merely a symbolic display of military posture, it will only increase divisions within the Muslim world.

The overarching question is what message this agreement sends in the broader equation of global politics. For decades, the security architecture of the Middle East was dependent on Western powers. The Mecca Agreement creates an alternative center outside that sole dependency, where regional powers are taking responsibility for their own security. This trend is a clear sign of movement toward a multipolar world order. Where the decisions of a single superpower once determined regional security, the independent initiatives of regional powers are now becoming increasingly important. It is safe to assume that this shift will not remain limited to the Middle East alone, but will send ripples across the geopolitics of Asia and other regions of the world.

At this moment, the most responsible interpretation is that the agreement is not an anti-Iran war coalition. It represents an attempt by three nations to secure their safety in an uncertain world, while simultaneously serving as a political message of self-reliance for the broader Muslim world. When power is exercised with restraint, it does not invite war, it creates the opportunity to prevent it.
