Committee to review NBR division ordinance meets on 23 May
The ordinance, passed by the interim government, was presented during the first session of the 13th National Parliament to be converted into law.
A committee formed to further examine the Revenue Policy and Revenue Management Ordinance 2025 and prepare it for presentation in parliament as a new bill will hold its first meeting on 23 May, according to sources at the public administration ministry.

A special parliamentary committee formed to review 133 ordinances issued during the interim government recommended that the revenue-related ordinances should not immediately be tabled as bills. Instead, the committee advised that they should first be reviewed further and strengthened before being reintroduced in parliament.
Following that recommendation, a nine-member committee headed by Md Ismail Zabiullah was formed on 26 April to review the ordinance and prepare recommendations for turning it into a more practical and implementable bill.
The public administration ministry said the committee would quickly complete its review and finalise recommendations. The government hopes to place the revised bill during the second session of parliament, scheduled to begin on 7 June.
Business leaders and taxpayers have long accused the NBR of inefficiency, compromise and conflicts of interest, arguing that the same institution should not both formulate tax policy and implement it.
Against this backdrop, and following recommendations from taxpayers and the International Monetary Fund (IMF), the interim government decided to split the NBR into two separate entities.
Accordingly, the "Revenue Policy and Revenue Management Ordinance 2025" was issued on 12 May 2025, dividing the NBR into two wings – one responsible for revenue administration and management, and the other for revenue policy formulation.
However, after the ordinance was issued, NBR officials and employees launched a nearly two-month protest against the separation, raising objections to certain structural aspects of the ordinance.
The interim government later revised the ordinance and issued the Revenue Policy and Revenue Management (Amendment) Ordinance 2025.
