BTRC secures second position in independent performance evaluation
Bangladesh Telecommunication Regulatory Commission (BTRC) has secured second position in the Independent Performance Evaluation (IPE) conducted by the Ministry of Finance's Monitoring Cell, recognising its performance in promoting good governance, enhancing institutional efficiency, ensuring accountability and safeguarding public interest.
BTRC Director General Md Mehedi-ul-Shahid received the recognition and an honorary crest from Rahima Begum, director general of the ministry's Monitoring Cell, yesterday (4 October), according to the press release.
Under the "Strengthening of State-owned Enterprises Governance" scheme, the Finance Division's Monitoring Cell evaluated 30 selected state-owned enterprises and autonomous organisations for the 2023–24 financial year. BTRC secured second position with a score of 3.17.
The evaluation was conducted under the overall supervision of the Independent Performance Evaluation Committee (IPEC), comprising representatives of the Monitoring Cell and relevant experts. The assessment covered key indicators, including financial management, corporate governance, transparency and accountability, operational efficiency and implementation of public-interest policies.
BTRC said it has also played a significant role in government revenue generation alongside its responsibilities for developing the telecommunications sector, ensuring good governance and improving the quality of customer services.
The commission said it has consistently exceeded the annual revenue collection targets set by the Finance Division's Monitoring Cell. In the 2023–24 financial year, its revenue collection target was Tk3,555 crore, against which it collected Tk4,434 crore. From its establishment to June 2025, BTRC had a cumulative revenue collection target of Tk75,882 crore, against which it collected Tk81,891 crore.
To promote good governance and ensure quality customer services, BTRC has been implementing a range of initiatives, including expanding digital services, managing spectrum, formulating guidelines and policies for digital infrastructure development, and managing voice and internet tariffs.
Other initiatives include implementing the "One Country, One Rate" programme for broadband internet services, holding public hearings, monitoring quality of service, measuring mobile tower radiation, operating one-stop services, conducting drives against illegal telecommunications equipment and resolving consumer complaints.
BTRC has also continued its efforts to ensure a transparent licensing and regulatory framework, protect consumer interests, monitor service quality, strengthen consumer rights and complaint management, and facilitate affordable and reasonably priced telecommunications services.
Its work also includes enhancing infrastructure and network efficiency, promoting digital security and digital literacy, and expanding telecommunications services and infrastructure in underserved and remote areas through the Social Obligation Fund (SOF).
BTRC said its engagement with international organisations, including the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunity (APT), has helped strengthen institutional capacity in line with global standards and best practices while promoting international cooperation and partnerships.
The commission said the finance ministry's recognition reflects its continued efforts to strengthen good governance, transparency, accountability, institutional efficiency and public-oriented service delivery.
It added that the achievement would encourage BTRC to play a more effective role in ensuring the sustainable development of the telecommunications sector, improving service quality, protecting consumer interests, fostering an investment-friendly regulatory environment and contributing to national revenue generation.
