How the 9th pay scale will be implemented in 3 steps: Timeline and grade breakdown
Under the first phase, covering 1 July to 31 December 2026, officials in Grade 9 and above will receive 40% of the additional basic pay they are entitled to under the new structure.
The newly gazetted Ninth National Pay Scale 2026 will be implemented in three phases, allowing government employees to receive gradual increases in basic pay before the full salary structure takes effect from 1 July 2027.
The finance ministry gazetted the "Service (Pay and Allowances) Order, 2026" yesterday (19 September), making the new pay scale effective retrospectively from 1 July this year.

Employees in Grades 10–20 will receive 50% of the additional basic pay during the same period.
The increase will be calculated on top of the basic salary employees were receiving as of 30 June 2026.
The second phase will begin on 1 January 2027 and continue until 30 June 2027.
During these six months, officials in Grade 9 and above will receive 70% of the additional basic pay under the new scale, while employees in Grades 10–20 will receive 75%.
The third and final phase will begin on 1 July 2027, when the new basic salary structure will become fully effective for employees across all grades.
From that date, government employees will receive 100% of the increased basic salary prescribed under the Ninth National Pay Scale.
As the pay scale is effective retrospectively from 1 July 2026, employees will also be entitled to arrears covering the period between 1 July and the implementation of the gazette.
However, the special allowance that government employees have been receiving since 1 July will be discontinued. The amount already paid as special allowance during the period will be adjusted against the arrears payable under the new salary structure.
While the basic salary increase will be fully implemented from July 2027, other allowances under the new pay scale will not take effect immediately.
Existing rates for allowances, including festival and Pohela Boishakh allowances, will remain in force until 31 December 2027. The revised allowance structure will come into effect from 1 January 2028.
The phased implementation means employees in the lower grades will initially receive a larger proportion of their additional basic pay than those in Grade 9 and above, before all employees move to the full revised salary structure in July 2027.
